   On page 11, after "contractor." on line 21 insert "This section does not apply if the reason the prime contractor has not paid the subcontractor, supplier or laborer is due to the failure of the homeowner to pay the prime contractor for work done by the subcontractor, supplier or laborer."

EFFECT: If the reason the prime contractor did not pay a subcontractor, supplier or laborer was because the homeowner did not pay the prime contractor, and, as a result, the subcontractor, supplier or laborer filed a lien, the subcontractor, supplier or laborer is not prohibited from filing a later lien against another homeowner for work done for the same contractor.
