On page 4, after line 33, insert the following:
"NEW SECTION. Sec. 4 This act is necessary for the immediate
preservation of the public peace, health, or safety, or support of the
state government and its existing public institutions, and takes effect
immediately."

On page 1, line 2 of the title, after "RCW;" strike the remainder of the title and insert "creating new sections; and declaring an emergency."
EFFECT: Changes the reporting date to August 2008, rather than November 2008. Adds an emergency clause.
