Background:

A number of Washington's state agencies administer grant and loan programs to assist local governments and others to develop infrastructure and capital facilities. Examples of such programs funded through the state's Capital Budget include: the Youth Recreational Facilities program, the Community Services Facilities program, the Washington Wildlife and Recreation Program, the Public Works Assistance Account, the Housing Trust Fund, the Heritage program, and the Building for the Arts program.

Through separate legislation, the state has participated in the financing of the construction and maintenance of stadiums, including: Qwest Field, a Football Stadium and Exhibition Center in Seattle (1997); and Safeco Field, a major league baseball stadium in Seattle (1995). Legislation has also been introduced but not enacted for other facilities including the Key Arena, a National Basketball Association arena, and for minor league baseball stadiums.

In addition, the state's operating and capital budgets may provide appropriations for local and community projects. Examples of these types of projects include community centers, art museums, and recreational and sports facilities.

Summary of Bill:

A joint select task force on public infrastructure is created to review the roles of the state, local governments, and private entities in developing and funding large, regional community projects, sports facilities and multipurpose arenas. The task force will also review the role of the state in providing capital and operating funding, and tax incentives for the maintenance and improvements of the facilities.

Members of the joint task force include eight members: two members from each of the two largest caucuses of the Senate, and two members from each of the two largest caucuses of the House of Representatives.

The joint select task force is to be staffed by the Senate Committee Services and the House of Representatives Office of Program Research.

Legislative members and staff of the task force are entitled for reimbursement of travel expenses. Expenses of the task force must be paid jointly by the Senate and the House of Representatives.

The task force must report its findings and recommendations to the legislature by December 1, 2007.

Appropriation: None.

Fiscal Note: Not requested.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
