Background:

In 2007 the Legislature established the Washington Community Learning Center Program (Program) and appropriated $3 million in the 2007-09 budget for program grants. The Program, which is modeled after the federal 21st Century Community Learning Center Program, supports out-of-school activities by school districts and community-based organizations such as academic tutoring, mentoring, recreational activities, counseling and character education, arts and music education, and other enrichment programs. Priority is given to programs that focus on improving reading and math proficiency for students attending schools identified as needing improvement under the No Child Left Behind Act. If funds are available, grants can also be used to support training and professional development for community learning center staff and the activities of intermediary after-school organizations.


Summary of Bill:

An additional purpose of the Program is to support statewide after-school intermediary organizations in their efforts to provide professional development and support to community learning center programs.


Appropriation: None.

Fiscal Note: Not requested.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony:

(In support) This is a technical clarification to clear up some confusion about which staff can be the focus of professional development and training. We want to ensure maximum opportunities for professional development in support of community learning center programs.
