Background: The Department of Licensing (DOL) has authority to issue horseless carriage and collector vehicle license plates. Collectors' vehicle special license plates may be issued for collectors' vehicles that are more than 30 years old. Collector vehicles are vehicles used for hobby or historical purposes. The definition for horseless carriages, repealed in 1990, was collector motor vehicles more than 40 years old. The DOL has issued rules using that same definition.

Summary of Bill: The Department of Licensing is required to issue a horseless carriage plate for any trailer that is more than 30 years old if it was originally designed to be pulled by a horseless carriage license plate-eligible vehicle and is, while traveling on public roads, pulled by a horseless carriage license plate-eligible vehicle.
