     TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND THE SECRETARY OF THE DEPARTMENT OF HEALTH AND HUMAN SERVICES:
     We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
     WHEREAS, The State Children's Health Insurance Program was established to cover low-income children without health insurance in families with incomes that exceed levels of what qualified a child for Medicaid coverage; and
     WHEREAS, The Program has allowed for a streamlining of the child health application and enrollment processes, enabling more efficient use of federal and state dollars and providing a number of options to help assist children; and
     WHEREAS, The Program has been resoundingly successful in providing health insurance for these children; and
     WHEREAS, The Program needs to be reauthorized by the federal government in order for the Program to continue operating and serving millions of children;
     NOW, THEREFORE, Your Memorialists respectfully pray that Congress reauthorize the State Children's Health Insurance Program, and appropriate sufficient funds to cover all children eligible for the program.
     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George W. Bush, President of the United States, the Secretary of the United States Department of Health and Human Services, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
