     TO THE HONORABLE PAULA HAMMOND, SECRETARY OF TRANSPORTATION, AND TO THE WASHINGTON STATE TRANSPORTATION COMMISSION, AND TO THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION:
     We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
     WHEREAS, Oliver "Punks" Smith was born in Arlington, Washington in 1935; and
     WHEREAS, Oliver "Punks" Smith ably served his country in the United States Army from 1953 to 1956; and
     WHEREAS, Oliver "Punks" Smith was a co-owner of a sawmill in Preston, Washington and enjoys making things out of wood; and
     WHEREAS, Oliver "Punks" Smith was a volunteer firefighter for 25 years, protecting the community he loves; and
     WHEREAS, Oliver "Punks" Smith served with distinction on the Arlington City Council for 20 years and retired in 2003; and
     WHEREAS, Oliver "Punks" Smith also served his community on the Arlington Airport Commission; and
     WHEREAS, Oliver "Punks" Smith was a member of the Transportation Relief Action Plan (TRAP) group that sought funding for improvements to the 172nd Street (Smokey Point) overpass of Interstate 5 in Arlington; and
     WHEREAS, Through the tireless efforts of Oliver "Punks" Smith and other members of the TRAP group, improvements to the 172nd Street overpass on Interstate 5 were recently completed; and
     WHEREAS, Oliver "Punks" Smith's leadership and dedication to Arlington has garnered the respect and appreciation of his community and is deserving of community recognition;
     NOW, THEREFORE, Your Memorialists respectfully pray that the Washington State Transportation Commission commence proceedings to name the 172nd Street overpass of Interstate 5 in the city of Arlington the "Oliver "Punks" Smith Interchange."
     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Paula Hammond, Secretary of Transportation, the Washington State Transportation Commission, and the Washington State Department of Transportation.
