TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, Essential government services are supported on the state and federal level; and
WHEREAS, Essential government services and infrastructure in the state of Washington, including education, health care, and transportation are supported by both state and federal governments; and

NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress restrict the federal income tax deduction for the losses of professional sports teams in order to provide that no losses incurred by professional sports team owners shall be used to offset gains or income from other business operations, or other sources of personal income.
