On page 14, line 23, after "service." insert "Money may not be transferred out of the account to the general fund unless at least three-fifths of the members elected to each house of the legislature have approved the transfer."
EFFECT: Prohibits the legislature from transferring money out of the state enhanced 911 account to the state general fund.
