On page 1, line 9, after "vote." insert "The compact only binds the state when the top vote getter for president receives more than fifty percent of the votes cast."
EFFECT: Clarifies that the Legislature only intends to enter into the Agreement Among the States to Elect the President by National Popular Vote when the top vote getter for president receives more than 50 percent of the votes.
