On page 2, line 24, after "district))." insert the following:

    " A county, city, or town, shall not adopt  or collect impact fees within a fire district for the purpose of financing fire protection facilities under subsection (7)(d) if the county's unemployment rate greater than six percent.

EFFECT:   Only allows impact fees within an existing fire district if the unemployment is 6% or lower.
