On page 7, line 9, after "(2)" insert "Vaccines manufactured with added mercury may not be purchased unless the mercury-free orders cannot be filled and the secretary declares a temporary emergency shortage.

EFFECT: Prevents the board from recommending vaccines or purchasing vaccines that are manufactured with added mercury unless the secretary of the department of health declares an emergency shortage of vaccine.
