Background: Until 1990 mobile homes were regulated by two state agencies, the Department of Licensing (DOL) and the Department of Labor and Industries (L&I). DOL regulated the titling of mobile homes and L&I enforced the building code. In 1990 the Legislature transferred all mobile home administrative duties to the Department of Community, Trade & Economic Development (CTED). CTED then contracted with DOL and L&I to actually administer mobile homes. In 2007 the Legislature returned responsibility for building code enforcement to L&I. CTED continues to contract with DOL for the titling of mobile homes.

Summary of Bill: DOL is responsible for titling functions for mobile homes.
