Background: Under current law, any person who has a disability that meets certain criteria, as determined by a specified healthcare provider, must be granted special parking privileges. Persons who qualify for special parking privileges are entitled to receive from the Department of Licensing a removable windshield placard. Every person issued a placard receives an identification card that contains the person's name, date of birth, and the placard's serial number. In addition to the placard, persons who qualify for special parking privileges are entitled to receive special license plates bearing the international symbol of access for one vehicle registered in the name of the person with disabilities. Persons with disabilities who are not issued the special plates are entitled to receive a second placard upon written request to the Department of Licensing. Persons using vehicles displaying the placard or the plates may park in places reserved for persons with disabilities. No fees in addition to the regular motor vehicle fees are charged for the issuance of the special plates or placards.

Summary of Bill: The limit is increased on the number of vehicles eligible for special plates. In addition to a placard, persons who qualify for special parking privileges are entitled to receive special license plates for up to two vehicles registered in the name of the person with disabilities.
