Title: An act relating to naming state highway routes.

Brief Description: Naming state highway routes.

Sponsors: Senator Zarelli.

Brief History:

Committee Activity: Transportation: 1/20/09.

SENATE COMMITTEE ON TRANSPORTATION

Staff: Amanda Cecil (786-7429)

Background: Current law authorizes the Transportation Commission to name or rename state transportation facilities. The process to name or rename a facility can be initiated by the Washington State Department of Transportation (WSDOT), state, and local governmental entities, citizen organizations, or by any individual person. In order for the commission to consider the proposal, the requesting entity must provide sufficient evidence indicating community support and acceptance of the proposal. This evidence can include a letter of support from the state or federal legislator representing the area encompassing the facility to be renamed. Other evidence that would provide proof of community support includes a resolution passed by other elected bodies in the impacted area, WSDOT support, and supportive action from a local organization such as a chamber of commerce.

Summary of Bill: State Route 502 is renamed the Battle Ground Highway. State Route 503 from the junction with State Route 500 at Orchards and north to the junction with State Route 502 at Battle Ground and north to Amboy is renamed Lewisville Highway.

Appropriation: None.

Fiscal Note: Not requested.

Committee/Commission/Task Force Created: No.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: The city of Battle Ground is currently split into four quadrants by State Routes 502 and 503. The proposed name changes would simplify navigation around the city by giving the stretches of road common names, and would instill and support a historical tradition. State route 503 is already listed as Lewisville Highway on internet maps and for addresses of houses located on that route.

Persons Testifying: PRO: Senator Zarelli, prime sponsor; Dennis Osborn, Battle Ground City Manager; Michael Ciraulo, Battle Ground Mayor.
