Background: The Director of the Department of Licensing (DOL), upon proper request, must furnish an individual's certified abstract covering a period of not more than the last five years to state approved alcohol/drug assessment or treatment agencies. The certified abstract must also include records of alcohol-related offenses covering a period of not more than the last ten years.

Alcohol-related offenses include convictions for vehicular homicide, vehicular assault, driving under the influence of alcohol or any drug, and being in physical control of a motor vehicle while under the influence of intoxicating liquor or any drug. Alcohol-related offenses also include reckless driving and negligent driving if the offense was originally charged as vehicular homicide, vehicular assault, driving under the influence of alcohol or any drug, or being in physical control of a motor vehicle while under the influence of intoxicating liquor or any drug. Alcohol-related offenses include deferred prosecutions resulting from wrongful conduct caused by alcoholism, drug addiction, or mental problems for which the person is in need of treatment.

Summary of Bill: Upon proper request, a certified abstract of an individual's full driving record maintained by DOL must be furnished to a city or county prosecuting attorney, to state-approved alcohol or drug assessment or treatment agencies, to the individual named in the abstract, and to other entities specified in statute.
