Background: Persons must ensure that a vehicle is properly licensed before operating that vehicle on a public highway. License tab fees are $30 for motor vehicles, which include cars, sport utility vehicles, motorcycles, and motor homes. License fees for vehicles including trucks, tractors, and busses are imposed on a sliding scale based on weight.

In 2007 legislation was passed directing the Department of Licensing (DOL) to provide an opportunity for vehicle owners to voluntarily donate $5 to benefit state parks when making an initial or renewal registration of a vehicle. Donations must be deposited in the State Park Renewal and Stewardship Account.

Summary of Bill: The bill as referred to committee not considered.

Summary of Bill (Proposed Substitute): The amount that may be donated to benefit state parks is changed to $5 or more.

Effective with registrations due on or after January 1, 2010, DOL is directed to provide an opportunity for vehicle owners to voluntarily donate $5 or more to provide life skills education for young people from ages five through 19. Donations are to be deposited in the newly created non-appropriated 4-H account from which expenditures may only be authorized by the state's designated 4-H program director or designee.
