Title: An act relating to the duty of a sheriff with regard to a dog running at large.

Brief Description: Concerning dogs running at large.

Sponsors: Senator Hargrove.

Brief History:

Committee Activity: Judiciary: 2/20/09.

SENATE COMMITTEE ON JUDICIARY

Staff: Kim Johnson (786-7472)

Background: The chapter of law governing dogs contains several provisions of law that originated in the early 1900s dealing with dogs running at large and injuring livestock or other domestic animals. Specifically, a dog owner who is notified that his or her dog is found killing a domestic animal must kill the dog within 48 hours of the notification. Failure to kill the dog is a misdemeanor offense.

Summary of Bill: The requirement that a dog owner kill his or her dog within 48 hours of receiving notification that the dog was found killing a domestic animal is repealed.

Appropriation: None.

Fiscal Note: Not requested.

Committee/Commission/Task Force Created: No.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: We support this bill, but really want to see either this bill or SB 5200 amended to just repeal the whole statute. It is old and we didn't know that something like this was still on the books.

Persons Testifying: PRO: Teri Kruse, Theresa Janzen, Pacific Northwest Boxer Club.
