     AN ACT Relating to eliminating the Columbia River Gorge Compact; creating a new section; and repealing RCW 43.97.015, 43.97.025, 43.97.035, 35.22.700, 35.63.150, 35.63.200, 36.32.550, 36.70.980, and 90.58.600.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   It is the intent of the legislature to repeal the Columbia River Gorge Compact with the Congress of the United States and the state of Oregon due to the financial constraints facing the state. While the legislature recognizes the importance of the Columbia River Gorge National Scenic Area Act, P.L. 99-963, it finds it can no longer support the financial obligations under this interstate compact. The legislature intends to renegotiate the compact when financial circumstances improve.

NEW SECTION.  Sec. 2   The following acts or parts of acts are each repealed:
     (1) RCW 43.97.015 (Columbia River Gorge Compact -- Columbia River Gorge commission) and 1987 c 499 s 1;
     (2) RCW 43.97.025 (Grant of authority -- Appointment of members to commission -- Vacancies) and 1987 c 499 s 2;
     (3) RCW 43.97.035 (Commission members -- Compensation -- Travel expenses) and 1987 c 499 s 3;
     (4) RCW 35.22.700 (Conformance with chapter 43.97 RCW required) and 1987 c 499 s 5;
     (5) RCW 35.63.150 (Conformance with chapter 43.97 RCW required) and 1987 c 499 s 6;
     (6) RCW 35.63.200 (Moratoria, interim zoning controls -- Public hearing -- Limitation on length) and 1992 c 207 s 1;
     (7) RCW 36.32.550 (Conformance with chapter 43.97 RCW required) and 1987 c 499 s 8;
     (8) RCW 36.70.980 (Conformance with chapter 43.97 RCW required) and 1987 c 499 s 9; and
     (9) RCW 90.58.600 (Conformance with chapter 43.97 RCW required) and 1987 c 499 s 10.
