     WHEREAS, Washington State is currently facing a budget deficit approaching six billion dollars; and
     WHEREAS, This deficit is the largest dollar deficit in state history;
     NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of Washington, the House of Representatives concurring, That starting on Monday, January 12, 2009, the first day of the 2009 Regular Session of the sixty-first Legislature and until that session is adjourned sine die, neither house may consider any bills, memorials, or joint resolutions except budgets and matters necessary to implement budgets, and matters incident to a natural emergency.
