Addresses the increased use of ineffective and inefficient exterior lighting in Washington that has generated unnecessary light pollution and wasteful energy consumption.

Requires the state building code council to: (1) Convene a technical advisory group to examine issues and barriers pertaining to the lighting issues; and

(2) Develop recommendations for reducing light pollution and report the findings of the advisory group.
