Finds that: (1) Lifelong learning accounts allow employers and workers to coinvest in their futures; and

(2) Combined with free career advising, lifelong learning accounts can make a significant difference in the lives of workers and their families, as well as for employers in need of well-trained workers.

Declares an intent to facilitate the creating of lifelong learning accounts for workers in the state of Washington.

Directs the workforce training and education coordinating board to establish a state lifelong learning account steering committee.

Requires the workforce training and education coordinating board to enter into an interagency agreement with the higher education coordinating board to provide technical expertise in the development of infrastructure and software plans necessary for the lifelong learning account program.
