Requires the department of fish and wildlife to: (1) Analyze and, when appropriate, certify qualifying plans for fish passage improvement projects submitted by eligible applicants; and

(2) Identify a time to accept public comments on any submitted plans prior to issuing a formal certification of an applicant fish passage project.

Provides an incentive for eligible applicants to design fish passage facilities that are more significant than state and federal law requires.
