Establishes the offender reentry community safety program, formerly known as the community integration assistance program, to promote public safety by providing intensive services to an offender identified by the secretary of the department of corrections as an offender who: (1) Is reasonably believed to be dangerous to himself, herself, or others; and

(2) Has a mental disorder.
