Enacts the uniform adult guardianship and protective proceedings jurisdiction act.

Provides that the act: (1) Modifies, limits, and supersedes the federal electronic signatures in global and national commerce act, 15 U.S.C. Sec. 7001, et seq., but does not modify, limit, or supersede section 101(c) of that act, 15 U.S.C. 7001(c), or authorize electronic delivery of any of the notices described in section 103(b) of that act, 15 U.S.C. Sec. 7003(b); and

(2) Applies to guardianship and protective proceedings begun on or after the effective date of the act.

Provides that sections 1 through 6 and 16 through 22 of the act apply to proceedings filed on or after January 1, 2010, regardless of whether a guardianship or protective order has been issued.
