Provides equitable access to appropriate and effective children's mental health services.

Requires the modifications to the access to care standards for children, and the resulting changes in access to care for children with mental disorders provided in the act to be accomplished within the amounts appropriated to the department of social and health services and allocated to the regional support networks in the biennial operating budget. To the extent that additional children are served by regional support networks, the additional services shall be provided in a budget neutral manner that does not result in cumulative expenditures by regional support networks greater than those that would have occurred in the absence of the passage of the act.
