Requires the department of social and health services and the children's mental health evidence-based practice institute established in RCW 71.24.061 to collaborate to encourage and develop incentives for the use of prescribing practices and evidence-based and research-based treatment practices developed under RCW 74.09.490 by mental health professionals serving children under RCW 74.09.521.

Eliminates the expiration date for increasing the annual number of office visits available to children needing outpatient mental health therapy in managed care programs and on a fee-for-service basis.

Provides that the act is null and void if appropriations are not approved.
