Revises the process for developing and updating the state comprehensive plan for workforce training and education by requiring the workforce training and education coordinating board to: (1) Develop the plan for a ten-year time period; and

(2) Submit, every four years, an update of the plan to the governor and the appropriate legislative policy committees.
