Requires the public disclosure commission to make available to lobbyists, lobbyists' employers, and agencies required to file certain reports, an electronic filing system for submitting the reports over the internet.

Requires certain lobbyists, lobbyists' employers, and agencies to: (1) File reports required by chapter 42.17 RCW (disclosure--campaign finances--lobbying) electronically over the internet; and

(2) Pay a one-time fee to the public disclosure commission for the development and implementation of the electronic filing system.

Creates the lobbying electronic filing account.
