Requires a manufacturer of a motor vehicle sold or leased in this state, that is equipped with one or more recording devices, to disclose in the owner's manual: (1) That the motor vehicle is equipped with one or more recording devices;

(2) The type of data recorded; and

(3) Whether the recording device or devices have the ability to transmit information to a central communications system or other external device.

Prohibits an insurer from refusing to renew a motor vehicle insurance policy solely because a motor vehicle owner refuses to provide access to recorded data from a recording device.

Prohibits an insurer or agent from reducing coverage, increasing the insured's premium, applying a surcharge, refusing to apply a discount other than a discount that is based on data recorded by a recording device, or, when there are multiple insurers available, failing to place the motor vehicle owner with the most favorably priced insurer, solely because a motor vehicle owner refuses to allow an insurer access to data from a recording device.
