Declares an intent to increase public awareness of the importance of parental and community involvement in education and foster mutually respectful interactions in an atmosphere of collaboration and cooperation.

Requires the governor to establish an education advisory committee to advise and make recommendations to the governor regarding the effectiveness of the education ombudsman and to the superintendent of public instruction regarding the effectiveness of the center for the improvement of student learning. In addition, the committee shall advise and make recommendations regarding methods to increase parental and community involvement in public education and strategies to improve the educational opportunities for all students in the state.
