Regulates certain limousine carriers.

Requires the department of licensing to: (1) Adopt rules related to the retention schedule of records required for compliance; conditions under which a chauffeur is considered to be operating a limousine; and limitations and coverage for insurance; and

(2) Convene an internal work group regarding the issuance of chauffeur licenses.

Authorizes the department of licensing to enter into cooperative agreements with certain cities to enforce state laws and rules applicable to limousine carriers and chauffeurs.

Limits the fees related to limousine vehicle certificates and limousine carrier licenses.

Prescribes penalties.
