Authorizes the state patrol to: (1) Inspect the records and equipment of manufacturers, vendors, and customers of ignition interlock devices; and

(2) Suspend or revoke, for noncompliance, the certification of an ignition interlock device and the installation privileges of a provider or installer.

Requires companies that do not use ignition interlock devices that employ fuel cell technology to begin doing so within five years of the effective date of the act.
