Revises application costs for energy facility site certification.

Transfers the duties from the department of community, trade, and economic development to the utilities and transportation commission, with regard to the energy facility site evaluation council.

Authorizes the energy facility site evaluation council to retain an independent consultant to measure the impact of a proposed energy facility on the environment or other matter deemed essential to appraise the site.

Modifies provisions relating to counsel for the environment.
