Authorizes the registered owner of a stolen motor vehicle to apply to the department of licensing for compensation for costs incurred for the towing and impounding of the stolen vehicle if the registered owner has filed a vehicle theft report with a law enforcement agency.

Creates the auto theft victim compensation account to be used only for providing compensation to auto theft victims for towing and impound fees resulting from the theft of a motor vehicle.
