Requires any person or business entity that is awarded a sole source contract from a state agency of a certain amount in a twelve-month period, to file a report with the public disclosure commission detailing contributions made in the twelve months before the contract award.

Requires the public disclosure commission to post on its web site information regarding political contributions made by persons awarded the sole source contracts.
