HB 2864 - DIGEST

Creates a civil cause of action to address the unique situation faced by those who have been wrongfully convicted and imprisoned.

Encourages the courts to: (1) Assist persons who have been wrongfully convicted and imprisoned in accessing programs such as Washington's corrections clearinghouse and reentry services; and

(2) In exercising its discretion regarding the weight and admissibility of evidence, give due consideration to difficulties of proof caused by the passage of time, the death or unavailability of witnesses, the destruction of evidence, or other factors not caused by the wrongfully convicted person or those acting on his or her behalf.
