Requires the county auditor to charge a surcharge of sixty-two dollars for each document recorded.

Authorizes the state finance committee to issue general obligation bonds to provide funds for the housing trust fund program at the department of commerce.

Requires the department of commerce, in consultation with the affordable housing advisory board, to prepare and from time to time amend a state affordable housing for all plan.

Makes an appropriation.
