Changes the duties and composition of the Washington traumatic brain injury strategic partnership advisory council.

Requires the department of health, in response to council recommendations, to include in the statewide comprehensive plan a staffing plan for providing adequate support for council activities for positions funded by the traumatic brain injury account.
