Provides local supplemental tuition support for 13th and 14th years of postsecondary educational opportunities within the state community or technical college that is within the jurisdiction of the funding source.

Authorizes a community college district to impose a regular property tax levy in an amount not to exceed twenty-five cents per thousand dollars of assessed value.
