Concerning the organization of the department of social and health services.

Requires the department of social and health services to adopt a rule specifying the number and geographic boundaries of the department's regional service delivery system.

Requires each departmental administration and division to reorganize its delivery system to be consistent with the department's regional boundaries.

Changes the number of regional support networks the department may establish.

Requires the department to achieve at least the same percentage of administrative savings at the regional and headquarters level as realized through the reduction in regional support networks.

Directs the state treasurer to, no later than December 31, 2009, transfer to the state general fund all unexpended balances of the public safety and education account, health services account, violence reduction and drug enforcement account, student achievement fund, water quality account, and equal justice subaccount, as of June 30, 2009.

Regarding forest fire protection assessment refunds.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Removes authority for an owner of forest land who has paid forest fire protection assessments on two or more parcels, each containing less than fifty acres and each within the same county, to obtain a refund on the forest fire protection assessments.

Requires the department of natural resources to: (1) Within available funds, develop a revised forest fire protection assessment rate structure as recommended by the 2008 forest fire protection and prevention work group;

(2) Consider reducing the rate paid by owners of unimproved parcels while adding a surcharge or applying a higher rate to parcels that include improvements such as homes and other structures, to achieve the same value of assessment collection derived under the current rate structure; and

(3) Develop a definition of the term "improvement" as used for the purposes of the forest fire protection assessment rate structure. These requirements expire December 31, 2009.
