Addressing the authorization, administration, collection, and enforcement of tolls on the state route number 520 corridor.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Imposes tolls on the state route number 520 bridge, subject to section 2 of the act, to help finance construction of critical safety projects, including replacement of the floating bridge, and to generate additional funds to help finance associated projects in the state route number 520 corridor program.

Designates the state route number 520 corridor as an eligible toll facility.

Requires toll revenue generated in the corridor to be expended only as allowed under RCW 47.56.820.

Requires the tolling authority to set a variable schedule of toll rates to maintain travel time, speed, and reliability on the corridor and generate the necessary revenue.

Authorizes the tolling authority to adjust at least annually to reflect inflation as measured by the consumer price index or as necessary to meet the redemption of bonds and interest payments on the bonds.

Requires the department of transportation to ensure that the total cost of all the intended projects in the state route number 520 corridor does not exceed four billion six hundred fifty million dollars.

Provides that, unless otherwise delegated, the department of transportation is the state toll agency with the authority to administer tolling programs on eligible toll facilities, including the state route number 520 corridor.

Creates a special account to be known as the state route number 520 corridor account.

Establishing a joint legislative fiscal note process.


Requires the house of representatives and the senate to establish by rule a joint legislative fiscal note process for the joint preparation of fiscal notes, including local government fiscal notes.

Provides that, under the process, fiscal notes shall be prepared jointly by staff of senate committee services and the house of representatives office of program research.

Requires the office of financial management, other state agencies, and the various associations of local government, upon request, to provide data, information, and analysis to the legislature for purposes of the joint legislative fiscal note process, to facilitate fiscal note preparation.

Regarding aerospace competitiveness.


Requires the department of community, trade, and economic development to: (1) Consider the societal benefits of unleashing the innovative, creative, and entrepreneurial talents of the Washington state workforce to "innovate here" through application development and patent commercialization for the aerospace industry;

(2) Using existing resources, immediately engage in a worldwide search for potential investors in aerospace plant and equipment in Washington state;

(3) Invite aerospace manufacturing companies to "choose Washington" for their next expansion by featuring the aerospace manufacturing industry tax incentives, fee waivers, expenditure discounts, and any other preferences approved by the legislature in 2003;

(4) Assist small businesses that are locally owned and operated by enterprising engineers, machinists, mechanics, and other innovators in commercializing their patents and innovations, and partner with Washington manufacturing services to ensure that these new enterprises have access to advance manufacturing processes; and

(5) Work in partnership with all major stakeholders on efforts to recruit new investors and to retain and expand the existing aerospace industry cluster.

Encourages the department to pursue direct foreign investment by the global aerospace sector.

(2) Use eligibility criteria other than those adopted by the public employees' benefits board in certain situations.
