Preserving the maritime heritage of the state of Washington.
Requires the Washington state historical society to: (1) After consultation with maritime heritage stakeholders, establish a competitive grant program and process to solicit proposals for a maritime historic vessel restoration and preservation program for funding from the maritime historic restoration and preservation account established in RCW 88.02.053; and(2) Establish policies for funding of emergent needs as identified by the United States coast guard.Authorizes the Washington state historical society to establish a level of reserves that will be held to meet such emergent needs.Prohibits the Washington state historical society from signing contracts or otherwise financially obligating funds until the legislature has appropriated funds specifically for the program.Revises the annual amount of excise tax for a historic vessel as defined in RCW 88.02.010 to one-quarter of one percent of fair market value, as determined under chapter 82.49 RCW (watercraft excise tax), or five dollars, whichever is greater.Provides that a historic vessel registered under RCW 88.02.050 may only be used for participation in club activities, exhibitions, tours, parades, and occasional pleasure boating.

Delays implementation of the family leave insurance program.Provides that family leave insurance benefits are payable under chapter 49.86 RCW (family leave insurance) only to the extent that the director of the office of financial management determines that moneys are deposited and available in the family leave insurance account for the purpose of benefit payments, and only to the extent provided in RCW 49.86.050 and 49.86.060 (duration, payment, and amount of benefits).Extends to July 1, 2012, the authority of the director of the department of labor and industries to lend funds from the supplemental pension fund to the family leave insurance account.

Concerning agency review of initiative measures.
Requires the secretary of state to also submit a copy of a proposed initiative measure to the attorney general's office and the office of financial management.Requires the attorney general's office to: (1) Draft an informal opinion letter, as to the legal effect of the initiative as proposed; and(2) Transmit the letter to the initiative sponsor and the chairpersons and ranking minority members of the judiciary committees of the senate and the house of representatives within fifteen working days of the attorney general's receipt of the measure.Requires the office of financial management to: (1) Prepare a fiscal note; and(2) Send the fiscal note to the initiative sponsor and the chairpersons and ranking minority members of the ways and means committees of the senate and the house of representatives within fifteen working days of the office's receipt of the measure.Increases the amount of time the code reviser's office has to review the proposal and recommend to the sponsor any revision or alteration as may be deemed necessary and appropriate.Increases the time the sponsor has to file the measure with the secretary of state.
