Prohibits an individual from being issued a warning or a natural resources infraction for feeding elk in the Mt. St. Helens elk herd management area.

Ensuring punishment for domestic violence offenders.


(DIGEST OF PROPOSED 2ND SUBSTITUTE)


Recognizes: (1) The substantial and great impact upon society, families, children, and the victims of offenses occurring between cohabitants;

(2) The continuing nature of domestic violence; and

(3) The lasting psychological trauma caused by such violence.

Finds that the prevention of domestic violence, and the proper punishment for such offenses, is a compelling state interest that has not been under current sentencing provisions. Toward this end, the act is necessary to ensure that domestic violence offenders are punished accordingly and that an end to domestic violence can be achieved.

Transfers, administratively, the duties of the governor-appointed state parks and recreation commission and the fish and wildlife commission to the department of natural resources.

Requires the department of natural resources, the department of fish and wildlife, the fish and wildlife commission, and the state parks and recreation commission to devise a plan necessary to implement these changes.

Authorizes the code reviser to substitute words designating the department of natural resources or the administrator of the department of natural resources, as appropriate, whenever necessary to effect the changes in meaning provided for in the act or any other act of the 2010 legislature.

Concerning funds for certain affordable housing purposes.


Requires a county auditor to charge a surcharge of sixty-two dollars for each document recorded with regard to assignments or substitutions of previously recorded deeds of trust and to transmit the funds to the state treasurer who shall deposit the funds in the Washington housing trust fund account.

Authorizes the state finance committee to issue general obligation bonds of the state of Washington for the purpose of providing funds for the housing trust fund program at the department of commerce.
