Establishing a statewide dropout reengagement system.

Provides a statutory framework for a statewide dropout reengagement system to provide appropriate educational opportunities and access to services for students age sixteen to twenty-one who have dropped out of high school or are not accumulating sufficient credits to reasonably complete a high school diploma in a public school before the age of twenty-one.

Directs the office of the superintendent of public instruction to develop a model interlocal agreement and a model contract for the dropout reengagement system.

Authorizes but does not require school districts to offer dropout reengagement programs using the model contracts and interlocal agreements.

Expands the requirements for a child's eligibility to take the GED test.

Provides that the act is remedial and curative in nature, and applies retroactively to July 27, 2003.

Adopts certain policy recommendations developed by the sustainable recreation work group that are capable of being implemented in the near term and that may provide near-term benefits to sustainable recreation or additional information that may be used to improve recreational activities in the state.

Authorizes the department of natural resources to: (1) Assess use charges on individuals for the privilege of accessing certain recreation sites or assess an operation fee on individuals or organizations hosting specific events located on public lands; and

(2) Enter into agreements with the department of fish and wildlife or the United States forest service to allow a department-issued annual parking and access pass to authorize the holder access to recreational lands managed by either agency.

Allows the use of a department of natural resources annual parking and access pass to park upon improved department of fish and wildlife access facilities.

Declares it to be in the public interest to assist forest landowners in accessing market capital and financing for the ecosystem services provided to the public as a result of the protection of public resources.

Requires the department of natural resources to: (1) Develop proposals for the development of appropriate landowner conservation incentives that support forest landowners maintaining their land in forestry;

(2) Consult with individuals deemed beneficial by the department in implementing the act; and

(3) Seek federal and private funds, and in-kind contributions to complete the work in the act.

Expires these requirements on July 1, 2012.

Requires a contract for any public work estimated to cost over one million dollars to contain a provision requiring the contractor to submit certain information about off-site, prefabricated, nonstandard, project-specific items produced under the terms of the contract and produced outside the state. This requirement expires December 31, 2015.

Requires the department of general administration to: (1) Develop standard contract language and make the language available on its web site; and

(2) Compile collected information and submit it on an annual basis to the capital projects advisory review board.

Expands the requirements for bidders on public works contracts.

Requires producers of mercury-containing lights sold in or into the state for residential use to fully finance and participate in a product stewardship program and to pay annual fees to the department of ecology for the enforcement and administration of the act.

Requires product producers to play a significant role in financing no-cost collection and processing programs for mercury-containing lights.

Prohibits the sale or purchase and delivery of bulk mercury.

Prohibits the use of state or federal prison labor for processing unwanted products.

Requires the department of ecology to publish certain information on its web site regarding product stewardship programs.

Creates the product stewardship programs account.

Prescribes penalties.

(6) Identify pilot projects to test the recommendations developed by the subcommittees.

Requires the director of financial management to direct the collection of additional information on information technology projects and submit an information technology plan.

(2) Lead to reductions in household energy bills;

(3) Provide incentives for the creation of new family-wage jobs in construction, manufacturing, and installation of energy-saving products;

(4) Encourage investments by the utility sector in a cleaner environment;

(5) Decrease the need for new power plant construction; and

(6) Increase energy security.
