Improves budget transparency by consolidating accounts into the state general fund.

Directs the state treasurer to transfer to the state general fund on July 1, 2009, all unexpended balances of the public safety and education account, health services account, violence reduction and drug enforcement account, student achievement fund, education legacy trust account, pension funding stabilization account, water quality account, and equal justice subaccount.
