Allows participants in the Washington customized training program to delay payments into the employment training finance accounts for 2009 and 2010.

Requires employers to make good faith efforts to hire trainees from the training program.

Requires training institutions to make good faith efforts to develop training programs using trainers preferred by participants.

Requires the state board for community and technical colleges to ensure a seamless process towards participation for an employer who: (1) Has requested training under the job skills program in chapter 28C.04 RCW but isn't able to participate because the funds have all been committed; and

(2) Desires to become a participant in the Washington customized employment training program.
