Authorizes the director of the department of agriculture to enter at all reasonable times in or upon dairy farms for the purpose of inspecting and investigating conditions relating to the pollution of any waters of the state.

Revises the definition of "violation" in chapter 90.64 RCW (dairy nutrient management) to include failure to maintain documentation for a period of three years from the date of application of the nutrients to the land, adequate to show that dairy nutrients were applied within acceptable agronomic rates.
