SB 6166.E - DIGEST
(DIGEST AS ENACTED)

Increases the maximum amount of timber that can be sold by the department of natural resources through its contract harvesting program.

Requires the department of natural resources to: (1) Set the final appraised value for the purposes of an auction based on the current market prices for the valuable material in question; and

(2) Consider requests from timber purchasers when the purchasers request timber sales extensions or other flexible options in the execution of a timber sale contract designed to avoid a contract default.

Directs the department of natural resources, to the extent possible under current law consistent with its responsibility to the trust beneficiaries, to consider requests from purchasers for timber sale extensions and to provide flexibility in timber sale contract administration to help mitigate against the potential for contract default.

Expires January 1, 2014.

 
VETO MESSAGE ON ESB 6166

To the Honorable President and Members,
The Senate of the State of Washington

Ladies and Gentlemen:

I am approving, except for Section 6, Engrossed Senate Bill 6166 entitled:

"AN ACT Relating to the sale of timber from state trust lands."

Section 6 requires the Department of Natural Resources to prepare a report for which no funding was provided in the budget. In these challenging economic times, state agencies are already struggling to meet their existing obligations. This requirement places a large, unfunded burden upon the agency. For this reason, I have vetoed Section 6 of Engrossed Senate Bill 6166.

With the exception of Section 6 of Engrossed Senate Bill 6166 is approved.
