Finds that each year, a significant amount of the state's agricultural land is irrevocably converted from actual or potential agricultural use to nonagricultural use.

Declares it is the policy of the state to identify and take into account the adverse effects of certain actions on the preservation and conservation of agricultural lands.

Requires the department of ecology to add certain questions to the state environmental policy act checklist guidance policies to assist the state in adequately implementing its policy.
